1 Cell phones tap into wireless networks several times a minute, even if the phone is not in use. As users travel, their cell phones connect to different towers and generate time-stamped records known as CSLI. Based on the location information, third parties can map out where each user has been (Carpenter v. United States Citation2018, 1-2).
