INNOVATIVE ALCOHOL- AND DRUG-USER TREATMENT OF INMATES IN NEW ZEALAND PRISONS*

Abstract

The Kowhai Alcohol and Drug Treatment Unit at Rolleston Prison offers an innovative treatment approach for New Zealand inmates. The development of the program has involved local staff from Public Prisons, Psychological Services, and the Community Probation Service (CPS). This presentation outlines the author's impression of this bold innovation. The primary aim of the program is to reduce recidivism. This is achieved by assisting inmates to recognize the thoughts, emotions, and behaviours that are present in the period preceding and/or during the commission of criminal activity—particularly those that are precipitated and/or maintained by alcohol and drug use. This insight, coupled with the learning of specific coping skills and intensive lifestyle and reintegration planning, leads naturally to the follow-up phase that is conducted in the community. The functional relationship between offending and substance use is far more explicitly addressed in this new program compared with past programs that focused more on substance use.

RESUMEN

La Unidad “Kowhai” Para el Tratamiento de Alcohol y Drogas en la Prisión de Rolleston ofrece una novedosa propuesta para reclusos en Nueva Zeland. El desarrollo de este programa involucró a personal del sistema penitenciario, de los departamentos de Servicios Psicológicos y el Servicio de Libertad Condicional a la Comunidad. Esta presentación enfatiza mis impresiones personales sobre este novedoso tratamiento. El objectivo primario del programa es reducir la reincidencia. Esta es lograda ayudando a los reclusos a reconocer sus pensamientos, emociones y conducta que se presenta durante el periodo inmediato y/o durante una actividad de tipo criminal—particularmente aquellas que son precipitadas y/o mantenidas mediante el uso de alcohol y drogas. Esta propuesta acompañada del aprendizaje de técnicas específicas para controlar este tipo de conducta y así como de un plan intensivo de reintegración a la sociedad y estilo de vida conducen de manera natural a la fase de seguimiento que es realizada en la comunidad. La relación funcional entre la acción criminal y la utilización de drogas es abordada de manera mucho más explícita en este nuevo programa comparado con los pasados programas que se enfocaban más en el abuso de drogas.

Le Service Kowhai de Traitement des consommateurs d'Alcool et de Drogues dans la prison de Rolleston offre une nouvelle approche dans le traitement des détenus Néo-Zélandais. Le développement du programme a impliqué la participation du personnel des Prisons Publiques, des Services Psychologiques et du Service Communautaire de Liberté sur Parole (Community Probation Service (CPS)). Cette présentation offre un bref compte rendu de mon impression personnelle au sujet de cette audacieuse innovation. Le but premier de ce programme est de réduire le récidivisme. Ceci est atteint en aidant les détenus à reconnaître leurs pensées, émotions et comportments présents lors de la période précédant et/ou lors de la période d'accomplissement de l'activité criminelle—le traitement s'adresse particulièrement à ceux qui ont été poussés et/ou soutenus dans leurs actions par la consommation d'alcool ou de drogues. Ce regard sur eux-mêmes, couplé avec 1'apprentissage de techniques leur permettant de se débrouiller seuls ainsi qu'un nouveau style de vie intensif et un planning de réintégration visent à les mener naturellement à la phase de suivi qui a lieu dans la communauté. La relation fonctionnelle entre enfreindre la loi et la consommation de substances légales/illégales est de loin explicitement soulignée dans ce nouveau programme en comparaison avec les programmes précédents centrés plutôt sur la consommation de substances légales ou illégales.

Terry Huriwai

Terry Huriwai is a Mäori of Te Arawa and Ngäti Porou descent. He has been a Probation Officer since 1985. He managed Te Rito Arahi Mäori Alcohol and Drug Resource Centre (a dedicated Mäori non-residential alcohol and drug service) for just over two years and was employed part time at the National Centre for Treatment Development (Alcohol, Drugs & Addiction) (NCTD) as a Lecturer. His Research interests and publications to date relate mainly to advancing culturally safe and responsive interventions for Mäori. He was a member of the local Ethics Committee, and has been involved in a number of national committees and projects both in the Department of Corrections and the Alcohol and Drug field—thus his involvement and interest in this project at the Kowhai Unit. He is now working in the Ministry of Health.
