International Drug Control Issues and Dilemmas: But, How Are We Doing Right Now?

Abstract

Selected international drug control plans, projects, and programs will be reviewed in terms of the individual and systemic “actors” (initiators, facilitators-promoters, barriers, recipients), places, underlying assumptions, critical conditions and “demands,” and outcomes (short and long term). Unresolved issues will be noted.

Tony White

Tony White, B.A., (Hons) is a UK national but whose home has for the past 6 years been Vienna, to which he recently returned after spending 14 months in Prague as an EU adviser to the Czech Government on measures to combat money laundering. Later this year he will take up a similar post in Warsaw. From 1997 to 2000, he served as chief of the Supply Reduction and Law Enforcement section of the United Nations International Drug Control Programme, in which role he held overall responsibility not only for drug law enforcement, but also for alternative development and supply-related data collection and analysis. He also at one time also held overall responsibility for the United Nations Global Money Laundering Programme. Prior to joining UNDCP, he was a police officer for 30 years in the United Kingdom, specializing in national security, antiterrorism, drugs, money laundering, and anticorruption. He is the author of a number of technical articles and national policy documents, covering subjects such as drug testing, retail pharmacy inspection, and case disposal guidelines for police services. Member of the editorial board of Substance Use and Misuse, he has been a MESIDU/MEMSIDU faculty member in Israel and in Italy.
