Lessons Learned From the Deadly Sisters: Drug and Alcohol Treatment Disruption, and Consequences from Hurricanes Katrina and Rita

Abstract

This paper reports on the effects of Hurricanes Katrina and Rita on drug and alcohol treatment in Texas in 2005–2006. Findings are based on a secondary analysis of administrative data on 567 hurricane-related admissions and on interview data from a sample of 20 staff in 11 treatment programs. Katrina evacuees differed from Rita clients in terms of demographics and primary problem substances and treatment needs, while the experiences of program staff and needed changes to improve disaster readiness were more similar. Additional systematic research is needed to document the intermediate and long-term impacts of the storms in these and other affected areas.

RÉSUMÉ

Cet article rend compte des effets des ouragans Katrina et Rita sur le traitement pour abus de substances dans le Texas dans les années 2005–2006. Les conclusions sont basées sur une analyse secondaire de données administratives sur 567 personnes admises au traitement par suite des ouragans, ainsi que sur des entrevues avec un échantillon de 20 employés de 11 programmes de traitement. Les évacués de l'ouragan Katrina étaient différents des clients de Rita au point de vue de leurs caractéristiques démographiques, leurs substances problématiques principales, et leurs besoins de traitement, alors que les expériences du personnel des programmes et la préparation aux catastrophes considérée nécessaire étaient plus semblables. Il y a besoin de plus de recherches systématiques pour documenter les conséquences immédiates et à long terme de ces ouragans dans le Texas ainsi que dans les autres lieux atteints.

RESUMEN

Este manuscrito reporta sobre los efectos de los Huracanes Katrina y Rita en relacion al tratamiento clinico en abuso de sustancias en Tejas entre 2005–2006. Los resultados estan basados en analisis secundarions de datos administrativos de 567 admisiones relacionadas con los huracanes y en datos de entrevistas con 20 empleados de 11 programas de tratamiento. Los evacuados de Katrina se diferenciaron a los de Rita en terminos demograficos y problemas primarios de sustancias y tratamientos necesarios, pero las experiencias de los empleados de los diversos programas y los cambios necesarios para mejorar la pronta respuesta a desastres fueron mas similares. Investigacion sistematica adicional es necesaria para documentar el impacto intermedio y a largo plazo de las tormentas en estas y otras areas afectadas.

1 PTSD applies to persons who have experienced a traumatic event, have felt afraid or helpless in the face of that event, and as a result of exposure to the event exhibit three general categories of symptoms: persistent intrusive recollections of the event (e.g., flashbacks, nightmares, or memories); persistent avoidance of stimuli associated with the event or a numbing of responsiveness (e.g., avoidance of thoughts or feelings, detachment or estrangement, or restricted range of affect); and persistent symptoms of arousal (e.g., insomnia, difficulty in concentrating, irritability, or anger) (American Psychiatric Association, 2002).
