Involving citizens’ occupation-based knowledge in public health planning: Why and how

ABSTRACT

Health promotion has generally relied on traditional forms of community planning without including citizens, despite their occupation-based experiences and knowledge about the society in which they live. Acknowledging that it is a challenge for stakeholders to involve citizens in public health planning, this study explores why and how stakeholders might facilitate the involvement of citizens in public health planning as a part of a municipality's health promotion work. Data were obtained through interviews with six key stakeholders (f=4, m=2) working in the local community. Qualitative analysis generated two themes and six subthemes: I) Involving whom and why, with four subthemes of i) Addressing justice, ii) Generating ownership, iii) Developing trust and a feeling of togetherness, and iv) Concretizing the history, values, uniqueness, and identity of the city; as well as II) Considering differences, with two subthemes of i) Accommodating creativity and ii) Building confidence. The discussion highlights how occupation-based knowledge from citizens can strengthen the quality of public health planning and the successful local implementation of health promotion policy.

健康促进一般依靠传统形式的没有公民参与的社区规划，尽管公民们有休闲经历，也有对他们所居住的社会的了解。我们认识到对于利益相关者来说，让公民参与公共卫生规划是一项挑战。因此，本研究探讨作为城市健康促进工作的一部分，利益相关者为什么及如何可以促进公民参与公共卫生规划。数据是通过采访在当地社区工作的六个重要利益相关者（女性四位，男性两位）获得的。定性分析产生了两个主题和六个子主题：I）涉及谁和为什么，分为四个子主题：i）重视正义，ii）产生所有权，iii）发展信任和团结感，和 iv）将历史、价值观、独特性、城市的身份具体化；II）考虑差异，分为两个分主题：i）容纳创造力和 ii）建立信心。该讨论强调了公民休闲知识如何能够加强公共卫生规划的质量和成功实施地方健康促进政策。

Generalmente, la promoción de la salud se ha apoyado en formas tradicionales de planeación comunitaria que no involucran a los ciudadanos, aun cuando sus vivencias están basadas en ocupaciones y en su conocimiento de la sociedad en que viven. Reconociendo que para las partes interesadas constituye un reto involucrarlos en la planeación de la salud, el presente estudio examina por qué y cómo las partes interesadas podrían facilitar su participación en la planeación de la salud pública en tanto componente de las actividades orientadas a promover la salud a nivel municipal. En este sentido, se recabó información a partir de entrevistas realizadas a seis importantes actores principales que trabajan a nivel comunitario (mujeres=4, hombres=2). Los análisis cualitativos permitieron identificar dos temas y seis subtemas: I) Involucrar a quién y por qué, con cuatro subtemas: a) abordando la justicia, ii) generando la apropiación, iii) fomentando la confianza y un sentimiento de solidaridad, y iv) concretando la historia, los valores, la singularidad y la identidad de la ciudad; II) Reconocer las diferencias, con dos subtemas: i) incorporando la creatividad y ii) construyendo la confianza. La discusión realizada en el artículo da cuenta de cómo el conocimiento basado en las ocupaciones aportado por los ciudadanos puede elevar tanto la calidad de la planeación de la salud pública como la implementación exitosa de políticas de promoción de salud a nivel local.
