Community sport and recreation organizations’ inclusion of low-income families in sport and recreation in New Brunswick

ABSTRACT

Fee assistance programmes (FAPs) used by community sport and recreation organizations (CSROs) are a popular means of addressing the financial barriers low-income families face. However, there is a dearth of literature that speaks to the other ways CSROs support the inclusion of low-income families. The purpose of this study is to use Ponic and Frisby’s organizational dimension of inclusion which was published in 2010, as a conceptual framework to examine how CSROs support the inclusion of low-income families in sport and recreation. Through data analysis, three main themes were constructed to illuminate how CSROs facilitated inclusion to support sport and recreation participation for low-income families: 1) CSROs’ financial access provisions; 2) supplying equipment; and 3) relationship building. Our findings indicated that New Brunswick CSROs facilitate inclusion through supports beyond FAPs, but these practices continue to have a narrow focus on financial limitations.

Résumé

Les programmes d’aide financière (PAF) offerts par les organismes communautaires qui oeuvrent dans le secteur des sports et loisirs (OCSL) constituent un moyen populaire de faciliter l’accès aux loisirs des familles à faible revenu. La recherche sur les façons alternatives pour les OCSL de contribuer à l’inclusion des familles à faible revenu est cependant rarissime. L’objectif de cette étude est d’employer la dimension organisationnelle de l’inclusion selon Ponic and Frisby (Citation2010) comme cadre conceptuel pour examiner comment les OCSL contribuent à l’inclusion des familles à faible revenu dans les sports et les loisirs. L’analyze des données permet de dégager trois principaux thèmes qui montrent comment les OCSL facilitent l’inclusion tout en encourageant la participation aux sports et loisirs des familles à faible revenu: 1) les conditions pour obtenir l’aide financière d’une OCSL; 2) la fourniture d’équipement; et 3) l’établissement de liens sociaux. Selon nos constatations, les OCSL du Nouveau-Brunswick encouragent effectivement l’inclusion par des mesures autres que les PAF, mais qui tournent encore autour des contraintes financières.
