ABSTRACT
In asking whether China’s growing economic power and international economic engagement increases or reduces the highly constrained industrial policy space associated with the contemporary neoliberal mode of regulation of international economic relations, it is argued that Chinese finance enlarges the development policy space as it significantly helps fill infrastructure gaps, while focusing on big clusters of projects in the energy, transport and industry sectors. In addition, it provides finance free of the neoliberal conditionalities attached to Western-centred multilateral and private finance. Regarding trade and investment relations, Chinese agreements are shallow and grant national states the upper hand in relation to behind-border industrial policy measures in striking contrast to core countries’ neoliberal trade and investment agreements. Considerable emphasis is placed on the responsibility of the Global South to adopt measures enabling itself to seize the development opportunities derived from China’s internationalisation approach.

Más allá del discurso de la ‘estrategia de trampa de endeudamiento’: Aumento y expansión de la autonomía política de China en el hemisferio sur. Area Development and Policy. Al cuestionar si el crecimiento del poder económico y de la participación económica internacional de China amplía o reduce el espacio sumamente limitado de la política industrial asociado al modo neoliberal contemporáneo de la regulación de las relaciones económicas internacionales, se argumenta que el financiamiento chino permite aumentar el espacio de la política de desarrollo, puesto que ayuda a cubrir considerablemente los vacíos de infraestructura y se enfoca a la vez en las grandes aglomeraciones de proyectos en los sectores de energía, transporte e industria. Asimismo proporciona financiación sin las condiciones neoliberales que acompañan el financiamiento multilateral y privado de países occidentales. Con respecto a las relaciones comerciales y de inversión, los acuerdos de China son superficiales y conceden ventajas a Estados nacionales con relación a medidas de política industrial dentro de sus fronteras, lo que queda en marcado contraste con los acuerdos comerciales y de inversión neoliberales de otros países. Se hace especial hincapié en la responsabilidad de los países del hemisferio sur para que tomen medidas que les permitan aprovechar las oportunidades de desarrollo que se derivan del enfoque de la internacionalización de China.

За рамками повествования о ‘стратегии долговой ловушки’: подъем Китая и расширение политической автономии Глобального Юга. Area Development and Policy. Отвечая на вопрос, увеличивает или сокращает растущая экономическая мощь Китая его международное экономическое участие в крайне ограниченном пространстве для промышленной политики, связанном с современным неолиберальным режимом регулирования международных экономических отношений, в статье утверждается, что китайские финансы расширяют пространство для политики развития, поскольку значительно помогают заполнить пробелы в инфраструктуре, сосредоточившись при этом на крупных кластерах проектов в энергетическом, транспортном и промышленном секторах. Кроме того, Китай предоставляет финансирование, свободное от неолиберальных условий, связанных с ориентированным на Запад многосторонним и частным финансированием. Что касается торговых и инвестиционных отношений, китайские соглашения являются неглубокими и предоставляют национальным государствам преимущество в отношении мер промышленной политики за границей, что разительно контрастирует с неолиберальными торговыми и инвестиционными соглашениями основных стран. Значительный акцент делается на ответственности Глобального Юга за принятие мер, позволяющих ему использовать возможности развития, вытекающие из подхода Китая к интернационализации.
