Measuring the Quality of Service: A Note on British Rail's ‘Q-Statistic’

Abstract

British Rail's suggested measure of the quality of a passenger timetable is outlined and tested for its sensitivity to the choice of various parameters. The statistic is then modified to take account of the varying levels of demand at different times of the day. Finally, ways are suggested to incorporate the effects of possible delays to the advertised service to reflect the actual quality provided.
