Abstract
This article is the first in a special section of JAPCA dealing with the various issues surrounding hazardous waste. Its purpose is to present an overview of the problem, background on our approach to develop solutions, some indications of its magnitude, and a summary of the issues raised. APCA's role in understanding the problem and developing solutions is outlined.
