Summary

Progress in the debate over who should pay for non-wood forest values requires a systematic framework, and an economic framework is provided in this paper. Payment schemes should promote society's goals of efficiency, equity and environmental quality, and should rest on the user-pays principle or the ability-to-pay principle. Current payment schemes are neither equitable or efficient and should be both.
