Canadian foreign policy in Africa: promising premises, disappointing results

2. The Harper government early into its tenure refocused Canadian economic diplomacy on Latin America, which resulted in a concomitant shift in Canadian aid activities. Additionally, Canada’s contribution to the conflict in Afghanistan and the subsequent desire to promote security resulted in significant Canadian aid resources being focused there as well.

3. CIDA developed a program that sought to promote partnerships between non-governmental organizations (NGOs) and private companies based in Canada or owned by Canadians engaged in a developing region. This largely resulted in a focus on the extractive sector where Canadian mining companies and NGOs worked together in particular countries in Africa like Ghana and Tanzania, and in Peru.
