Abstract

In Spite of the tremendous advance ofpublic planning in theory and practice in recent years, the advisability and feasibility of such planning remains highly controversial. Whereas people can see the necessity for city planning in the form of broad general schemes of zoning, a system of traffic arteries, the location and maintenance of parks and recreation areas, the larger the area of planning becomes, the more doubts arise.
