Abstract

Portuguese education continues to be profoundly influenced by an historical tradition in which a strong political and administrative centralisation is prominent. The school ‘autonomy’ that exists has to be conceptualised in largely ‘instrumental’ termsan autonomy merely of process and of implementation.
