Rent Control with Rent Discrimination in Competitive Markets: Surprises in Elementary Microeconomic Theory

Abstract

Rent control, in combination with rent discrimination that favors poor renters, is shown to benefit landlords and may actually cause output (housing stock) to be greater than that of the perfectly competitive case.
