Herman D. Stein

Chairman of Cleveland’s Mayor’s Commission on the Crisis in Welfare. Dr. Stein, president of the Council on Social Work Education as well as of the International Association of Schools of Social Work, and, from July, 1964, to July, 1968, dean of the School of Applied Social Sciences at Case Western Reserve University, originally delivered this paper before the Colloquium of The Paul Baerwald School of Social Work held April 16-19, 1967, at Hebrew University, Jerusalem, Israel.
