Abstract
This paper critiques the NASW policy statement on manpower and contends that it is essentially useless to the social work educator seeking greater specificity regarding the competencies to be developed at each level of the educational continuum. It takes issue with the method whereby distinctions between levels of practice are established, questions the claim that “qualitative” differences between levels are defined, disputes the usefulness of the material as a guide to curriculum development, and challenges some of the underlying assumptions upon which the document appears to be based. It ends with a state of the art analysis.
