Governance and the Professional School

Abstract

This paper calls for reform of the system of governance in the tertiary school. It identifies five major constituencies that must be given a voice in the operation of the tertiary institution: the community at large, the profession, the student body, the faculty, and the support staff. The structure of governance has heretofore been undemocratic. In the. future the professional school should be governed according to strictly democratic procedures with shared powers among all the constituencies, limited tenure in all administrative posts, and provisions for due process and grievance machinery to handle all academic complaints.
