Abstract
For the past two decades the USDA has operated a small-format (35 mm) aerial photography programme to monitor landoivners’ compliance to agriculture policies. The de-centralized, well-structured management system maintains specific operating standards and product requirements to assure programme cost-efficiency. Two recent technologies have increased the efficiency and accelerated the application of 35 mm aerial photography. First, GPS-based navigation, linked with airborne laptop computers, enables pilot/photographer to (a) cover large areas accurately and (b) geo-reference each exposure in digital database. Second, Kodak Photo CD is proving to be a highly effective method of digitally storing and accessing 35 mm photography archives.1
