Why School Rules Fail: Causes and Consequences

 

Abstract

Traditional rules based on controlling behaviors often fail as a method of school governance. The author proposes an alternative: a values-based model in which students manage themselves by applying values such as character and ethics. The result can be self-empowered, self-disciplined, and instructionally engaged students.
