Abstract

A conceptual model for evaluation of aid projects is suggested. The model is exemplified by data from an irrigation project in southern Sri Lanka. A distinction is made between technical and socio-economic evaluation. The baseline stage of the socio-economic evaluation is included. Lastly, it is shown how people's perception may be used to identify structural obstacles to a successful implementation of development efforts.
