NORAD has since 1979 financed a comprehensive development programme in Hambantota District in Sri Lanka. The programme aims at broadbased improvements of the living conditions of people in the District, with special emphasis on the poorest and otherwise particularly disadvantaged groups. Integrated development is sought promoted and a revolving and flexible planning procedure adopted. Active participation by the target population is considered important, although still realized to a limited extent only. The article elaborates on these key aspects which, in their concrete forms and all taken together, represent some new thinking in the field of regional development.
