Initial studies of two settlement projects are presented. These projects are among the first small-scale schemes to settle people around minor tanks as reservoirs in Sri Lanka. Their potential for regional development is discussed. The size of holdings, dependence of agriculture on rainfall alone, and lack of a proper marketing system are perceived as major obstacles to the success of the projects. Active settler participation, crop diversification and better social and physical infrastructure (such as roads, extension services, institutional support and non-farm employment), are, however, pillars upon which the success of the programme depends.
