How dry is Sri Lanka's Dry Zone? Some comments on agricultural potential, perception and planning

Through the development of large irrigation projects in the Dry Zone, Sri Lanka hopes to relieve the pressure on limited resources of land in the densely populated Wet Zone, reach self-sufficiency in rice and reduce the present high rates of unemployment. This article challenges the common belief that the development of the Dry Zone must be based on expensive irrigation projects. The perception of climate and agricultural potential is discussed with reference to similar areas in Africa.
