Abstract
As an introduction to this theme issue some of the key concepts are discussed and some empirical information provided. The phenomenon of a gradual shift in absolute size and even of incidence of poverty from rural to urban areas is touched upon. Finally, the shelter problem of the urban poor and policies addressing this question are described.
