Since the beginning of the 1970s, fish farming has developed to one of the most important industries of coastal Norway. During this period, political regulation has to some extent been a structuring factor in this development. Three phases are distinguished in the political regulation of the industry. The first phase is the constitution of a regulation regime in the 1970s and early 1980s. In the next phase, during the remainder of the 1980s, the political regulation regime went through certain changes within the existing framework of the established regime. The last phase began with a crisis in Norwegian fish farming around 1990. The regulation regime come under pressure and the beginning of the formation of a new regulation regime, mainly based on market-economic principles, was the result.
