Events leading up to the introduction of coastal zone planning by local authorities under the Planning and Building Act of 1986 are described. In examining the need for planning, a major distinction is made between the east and south of the country where development pressure on or near the shore lies at the focus of attention, and the west and north where planning is more concerned with the management of marine resources, resolution of user conflicts and creation of economic activity. Particular attention is paid to the planning implications of fish farming. The legal framework of planning is outlined, with particular reference to limitations on public action. Finally, a national overview of progress and problems in planning is presented, and the query is raised concerning to what extent coordination is achieved.
