(1)This essay owes its initial impulse to William Brickman's invitation to address the First Joint Meeting of the National History of Education Society and the Midwest History of Education Society in Chicago, October, 1973. It owes the opportunity to re‐think the question in expanded format to the patient encouragement of the Editorial Board of Paedagogica Historica.
