A European Parliament Committee of Inquiry into the rise of fascism and racism in Europe has produced a major report with numerous recommendations for action. Constrained by the need to produce a document acceptable to all European Community member states, the report does have its weaknesses. Nevertheless, if the European Parliament decides to implement some of the proposals, the report will have resulted in the Community taking action for the first time in important new areas.
