Population policy in France: Family allowances and other benefits II

Summary

This paper completes the account of Family Allowance Policy in France. This section deals with developments after the war, and gives an account of the changes and developments that were made necessary in the population programme as a result of post-war conditions. An attempt is made to evaluate the significance of the programme in relation to the recent rise in French fertility.

This is the fourth of a series of papers on French population policy and allied topics prepared by Dr. Watson under the auspices of the Population Investigation Committee. The first three papers on “Birth control and abortion in France since 1939”, “Recent developments in French immigration policy”, and “Housing policy and population problems in France”, were published in Population Studies, vol. v, no. 3, vol. vi, no. 1, and vol. vii, no. 1. In addition, two articles dealing with the policy towards alcoholism and prostitution and venereal disease are in draft. Dr. Watson wishes to acknowledge with thanks the generous aid received from the following in the preparation of these papers: the Director of Manpower of the Ministry of Labour and Social Security, the Service Social d'Aide aux Emigrants, Dr. Perrin of the Groupement Médical d'Etudes Antialcooliques, M.
