Local population projections in England and Wales

Abstract

This paper describes the procedure used and the problems encountered by the General Register Office in projecting the civilian population of the 1467 administrative areas in England and Wales by sex and age to 1956 and 1971. The projections were made to assist Local Planning Authorities in the statutory quinquennial review of development plans. For the most part they exclude migration after mid-19 5 4, this part of the work being left to the Planning Authori ties and the Ministry of Housing and Local Government. The work amounts to a large mass production job, the most laborious single element being the handling of residents in institutions.

The method used is a modified component method, with various features designed to fit the scale of the work, to take advantage of the available data and to give special treatment to areas or population elements sensitive to distortion from various causes in the routine operations.
