Abstract

Part of the syndrome of poverty is an inadequate health care system. The private system has excluded the poor largely on the basis of their inability to pay, whereas the services provided by the public system are often inadequate. Solutions to the problems besetting health care are possible, however. Those proposed here are in the areas of administration, organization and delivery of services, types and functions of personnel, and payment.
