Abstract
To solve many of the problems of current health care, a system is proposed that would be administered by a community-based nonprofit corporation. Funding would be available in advance on a capitation basis. Organization would include outreach facilities staffed by indigenous personnel, centrally located health centers, and community hospitals. Education of nonprofessionals to deliver health services would be an integral part of the program.
