With the completion of a survey and the availability of a modest appropriation by the 1943 legislature, the state‐wide program for the education of handicapped children in Oregon has been getting under way. The direct administration of the program has been delegated to Dr. V. D. Bain, Assistant Superintendent of Public Instruction and Head of the Division of Special Education. For the vision with which the recently enacted special legislation was conceived and the many excellent provisions contained in it, the state owes much to him. Dr. Lewis Martin, Director of Special Education in the city of Portland, has also exercised considerable influence in initiating and developing this work in the Portland area. The organization of the speech improvement and correction portion of this program in the state has been assigned to the writer of this report. The circumstances and problems bearing upon a state‐wide speech program in Oregon will be discussed in this article. The plan and organization to implement this program will follow in a second article.
