The rhetoric of strategic retreat: Carter and the panama canal debate

In his televised address on the Canal Treaties, President Carter failed to employ the commonsense arguments that a policy of retreat requires. Five topoi for a rhetoric of retreat—timeliness, urgency, value, advantage, and shrewdness—help connect persuasion to policy, a rhetorical feat Carter more often accomplished in informal, impromptu speeches.
