European Union evaluation between myth and reality: Reflections on the Italian experience

Abstract

The paper examines the role of European Union Cohesion policy evaluation in a new strategic approach to the design and implementation of the Structural Funds in Italy, launched in 1998. Models were used to establish benchmarks for policy, evaluation guidelines were produced, and investment in evaluation capacity was undertaken at national and regional levels. These initiatives have improved the knowledge base for decision-making and contributed to a more rigorous and open debate on policy choices in both the current Structural Funds period and for the National Strategic Reference Framework for 2007–13.

Cet article cherche à examiner le rôle de la politique de cohésion de l'UE dans une nouvelle approche stratégique d'aborder la conception et la mise en oeuvre des Fonds structurels en Italie, lancée en 1998. Des modèles ont été employés afin de construire des ‘benchmarks’ pour la politique, des lignes directices d'évaluation ont été produites, et l'investissement dans la capacité d'évaluation a été entrepris aux niveaux national et régional. Ces intiatives ont fini par améliorer la base de connaissance quant à la prise de décision et ont contribué à un débat plus rigoureux et plus ouvert à propos du choix de politique pour la période actuelle des Fonds structurels et pour le cadre de référence stratégique national 2007–13.

Dieser Aufsatz untersucht die Rolle der Evaluierung der europäischen Kohäsionspolitik in einem neuen strategischen Ansatz zu Entwurf und Implementierung der Strukturfonds in Italien, der 1998 eingeführt wurde. Es wurden Policy-Benchmarking-Modelle benutzt, es wurden Evaluierungsrichtlinien erstellt, und man hat in Evaluierungskapazität auf überregionaler und regionaler Ebene investiert. Diese Initiativen haben die Wissensgrundlage für Beschlußfassungen verbessert, und zu einer gründlicheren und aufgeschlosseneren Debatte der zu beschreitenden politischen Wege der laufenden Strukturfondsperiode wie auch des Einzelstaatlichen Strategischen Rahmenplans für den Zeitraum 2007–2013 geführt.

Barca F. (2006) La evaluación de la UE, ¿mito o realidad? Observaciones sobre el caso italiano, Regional Studies 40, 273–276. En este artículo se analiza qué papel tiene la evaluación de la política de cohesión de la UE en el nuevo planteamiento estratégico, introducido en 1998, para crear y poner en marcha los Fondos Estructurales de Italia. Se utilizaron modelos para determinar análisis comparativos para la política, se crearon pautas de evaluación y se llevó a cabo una inversión en la capacidad de evaluación a nivel nacional y regional. Estas iniciativas han mejorado la base de conocimiento a la hora de tomar decisiones y han contribuido a un debate más riguroso y abierto sobre las opciones a elegir en la política tanto para el periodo actual de los Fondos Estructurales como para El Marco Estratégico de Referencia Nacional para 2007–13.
