Re-defining the Boundaries of Major Italian Cities

Abstract

The processes of spatial polarization and territorial integration that have taken place in Italy since the 1950s have not been accompanied by corresponding institutional adaptations, generating the current huge discrepancy between the functional and political–administrative organization of the territory. It is argued that this institutional lock-in is rooted in a mistaken conceptualization of territorial integration, which has focused solely on the identification of the emerging ‘functional urban areas’, neglecting the fundamental phenomenon of the formation of inter-municipal territorial systems which have acquired the nature of cities de facto. On the basis of both functional and morphological features, this paper identifies the cities de facto with regard to the eight largest Italian cities de jure.

Les processus de polarisation géographique et d'intégration territoriale qui ont lieu en Italie depuis les années 1950 ne sont pas allés de pair avec des adaptations institutionnelles correspondantes, ce qui a suscité un écart important actuel qui se creuse entre l'organisation fonctionnelle et politico-administrative du territoire. On affirme que cet enfermement institutionnel est ancré dans une fausse conceptualisation de l'intégration territoriale qui n'a porté que sur l'identification des ‘zones urbaines fonctionnelles’ naissantes, ne faisant aucune attention au phenomène fondamental, à savoir l'établissement des systèmes territoriaux inter-municipaux qui se sont dotés du caractère des grandes villes de facto. A partir des traits à la fois fonctionnels et morphologiques, cet article identifie les grandes villes de facto à l'égard des huit premières grandes villes italiennes de jure.

Die seit den fünfziger Jahren des letzten Jahrhunderts in Italien aufgetretenen Prozesse der räumlichen Polarisierung und territorialen Integration wurden nicht von entsprechenden institutionellen Anpassungen begleitet, was zur heutigen großen Diskrepanz zwischen der funktionellen und der politisch-administrativen Organisation des Staatsgebiets geführt hat. Wir argumentieren, dass diese institutionelle Blockade in einer falschen Konzeptualisierung der territorialen Integration begründet liegt, welche sich ausschließlich auf die Identifikation der entstehenden ‘funktionalen Stadtgebiete' konzentrierte und das grundlegende Phänomen der Bildung von gemeindeübergreifenden Territorialsystemen, die de facto die Beschaffenheit von Städten erreicht haben, vernachlässigte. Auf der Grundlage von funktionalen und morphologischen Merkmalen werden in diesem Beitrag die De-facto-Städte im Hinblick auf die acht größten italienischen De-jure-Städte identifiziert.

Los procesos de la polarización espacial y la integración territorial que han tenido lugar en Italia desde la década de los cincuenta no han venido acompañados por las correspondientes adaptaciones institucionales, lo que ha generado la enorme discrepancia actual entre la organización funcional y política-administrativa del territorio. Sostenemos que este bloqueo institucional se debe a una conceptualización errónea de la integración territorial, que se ha centrado únicamente en la identificación de ‘zonas urbanas funcionales’ emergentes, descuidando el fenómeno fundamental de la formación de sistemas territoriales intermunicipales que han adquirido la naturaleza de ciudades de facto. Basándonos en las características funcionales y morfológicas, en este artículo identificamos las ciudades de facto con respecto a las ocho ciudades italianas más importantes de jure.

By considering FURs instead of cities de facto, the relevance of the areas analysed on the national economy increases significantly. In fact, the major eight FURs, taken together, represent 32.3% and 34.9% of total Italian population and employment, respectively, while covering 10.4% of the territory.

Law no. 142/1990 was followed by other laws which more clearly and more coherently defined the ‘powers’ of metropolitan areas: numbers 112/1998, 265/1999, 267/2000 and 42/2009.

In Germany especially, processes of territorial coalescence have very often led to the incorporation (Eingemeindung) of contiguous municipalities by large, growing cities (Zimmermann, 2004).

Much larger because, by including first- and second-ring municipalities, the population increases by 37% on average, and territory by more than 300%.

Several methods are applied in the literature to identify metropolitan sub-centres. Most are based on density approaches (parametric and non-parametric), while others are based on interaction measures. For a recent review, see Roca Cladera et al. (2009).
