Labour, Production and the State: Decentralization of the French Automobile Industry

This paper analyses the influence of the production process and state intervention on the spatial organization of the automobile industry in France since 1950. During this period, the state intervened in industrial production and labour relations to maintain economic acitivity in domestic regions. The production process occurred in two phases, Fordism and neo-Fordism, and is linked with the changing wage relation between labour and capital. Under Fordism, the automobile industry decentralized to peripheral French regions in compliance with its expanding production and shifting labour requirements. Under neo-Fordism, production was modified in response to the increasing internationalization of capital and the new division of labour. This transformation led to the spatial reorganization of the French automobile industry whereby investment increasingly shifted from domestic to foreign production.

Cet article cherche à analyser l'impact du processus de production et l'intervention de l'Etat sur l'organisation géographique de l'industrie automobile en France depuis 1950. Au cours de cette période, l'Etat est intervenu dans le processus de production et les relations du travail afin de soutenir l'activité au coeur des régions intérieures. Le processus de production s'est déroulé en deux phases, le Fordisme et le néo-Fordisme, et est lié au rapport entre le travail et le capital qui varie. Sous le Fordisme, l'industrie automobile, fut décentralisée vers la périphérie, pour répondre à une production en croissance et à une demande de main d'oeuvre qui se déplaçait. Sous le néo-Fordisme, la production s'est vue modifier pour répondre à l'internationalisation croissante du capital et la nouvelle division du travail. Cette transformation a entraîné la réorganisation géographique de l'industrie automobile en France à partir de laquelle l'investissement s'est dèplacé de plus en plus de la production intérieure à la production extérieure.

Dieser Aufsatz analysiert den Einfluss des Produktionsablaufs und der staatlichen Intervention auf die räumliche Organisation der Automobil-industrie in Frankreich seit 1950. Während dieses Zeitraums griff der Staat vermittelnd in industrielle Produktion und Arbeitsverhältnisse ein, um die wirtschaftliche Tätigkeit in bestimmten Binnenregionen aufrecht zu erhalten. Der Produktionsvorgang verteilte sich auf zwei Phasen; “For-dismus” und “Neofordismus”, und ist mit der sich wandelnden Beziehung zwischen Arbeitskraft und Kapital verknüpft. Unter dem “Fordismus” verteilte die Automobilindustrie sich vom Zentrum auf die französischen Randgebiete, gemäss den sich ausweitenden Produktions-und veränderlichen Arbeitsanforderungen. Unter dem “Neofordismus” wurde die Produktion auf die fort-schreitende Internationalisierung des Kapitals und die neue Arbeitsteilung hin abgeändert. Diese Umwandlung führte zur räumlichen Reorganisation der französischen Automobilindustrie, bei der Investierungen zunehmend von der Inlandproduktion zur ausländlischen verlagert wurden.
