Abstract
HARRIS R. I. D. (1990) The Standard Capital Grant in Northern Ireland, 1954–1988, Reg. Studies 24, 343–355. This paper examines the historical background to the Standard Capital Grant in Northern Ireland, the rationale behind capital subsidies, their effectiveness in the province (vis à vis output, employment, capital stock and factor efficiency levels), and the government's current case against this form of regional assistance. While there have been some unfortunate side-effects (mostly associated with a period of low economic growth), the overall benefits suggest that capital grants are an effective policy instrument for boosting investment in (peripheral) regions.

Cet article examine le contexte historique de la subvention en capital forfaitaire (Standard Capital Grant) en Irlande du Nord, la raison d'être des subventions en capital, leur efficacité dans cette province (concernant l'output, l'emploi, le stock de capital et le niveau d'efficience des facteurs), et les arguments actuels du gouvernement contre ce genre d'aide à finalité régionale. Alors qu'il y a eu quelques retombées fâcheuses (dues notamment à une période de croissance lente) les avantages globaux laissent supposer que les subventions en capital constituent un outil de politique efficient dans les zones périphériques dans le but de relancer l'investissement.

Dieser Aufsatz untersucht den historischen Hintergrund der üblichen Kapitalbeihilfen (Standard Capital Grant) in Nordirland, sowie das Prinzip, das der Gewährung von Kapital zu Grunde liegt, ihre Wirksamkeit in der Provinz (in Bezug auf Ertrag, Stellenmarkt, Stammkapital und Faktorenwirsamkeitsgrade) und den gegenwärtigen Stand der Regierung gegen diese Form der regionalen Unterstützung. Obschon einige bedauerliche Nebenwirkungen aufgetreten sind (zumeist in Verbindung mit einer Periode geringen Wirtschaftswachstums) legen die Gesamtvorteile doch nahe, dass Kapitalbeihilfe ein wirksames Instrument des grundsätzlichen Bestrebens ist, die Investierung in (Rand) gebieten anzukurbeln.
