Abstract

(1992) Towards a data-based evaluation of the Japanese technopolis policy: the effect of new technological and organizational infrastructure on urban and regional development, Reg. Studies 26, 605–618. Japan has undertaken the unique effort of a concerted nation-wide policy for the decentralization of technological innovation and territorial restructuring. The major strategic effort towards this end was the establishment of some twenty-five decentralized ‘technopolises’. These technopolises essentially provide new technological and organizational infrastructure in deconcentrated, sometimes even peripheral, locations to promote technological innovation and also urban/regional growth in more remote parts of the country. The present paper sets out to evaluate the local and regional effects of this policy, on the basis of disaggregated time-series data of local and regional economic performance, before and after the establishment of individual technopolises.

Le Japon a fait un effort exceptionnel afin de poursuivre une politique concertée et d'envergure nationale qui porte sur la décentralisation de l'innovation technologique et l'amnénagement du territoire. l'action stratégique majeure pour y réussir a consisté en la création de quelques vingt-cinq technopoles décentralisés. Pour l'essentiel ces technopoles-ci fournissent une nouvelle infrastructure technologique et organisationnelle aux emplacements déconcentrés, voire périphériques, afin de promouvoir l'innovation technologique et la croissance urbano-régionale aussi dans les zones du pays plus isolées. Cet article cherche à evaluer les retombées locales et régionales de cette politique à partir des données en série temporelle désagrégées relatives à la situation économique sur le plan local et au niveau régional avant et après la création des technopoles.

Studies 26, 605–618. Japan hat den einzigartigen Versuch einer koordinierten nationalen Politik zur Dezentralisierung technologischer Innovation und regionaler Umstrukturierung unternommen. Die gröfßte strategische Anstrengung zu diesem Zwecke stellte die Schaffung etwa 25 dezentralisierter ‘Technopolise’ dar. Diese stellen im wesentlichen neue technologische und organisatorische Infrastruktur an dezentralisierten, teils sogar peripheren Standorten bereit, um auch in den abgelegeneren Gebieten des Landes technologische Innovation und städtisches/regionales Wachstum zu fördern. Der vorliegende Aufsatz setzt sich zum Ziel, die örtlichen wie die regionalen Auswirkungen dieser Politik zu bewerten, wobei er sich auf disaggregierte Zeitrehendaten örtlicher und regionaler wirt-schaftlicher Entwicklung vor und nach der Schaffung einzehner Technopolise stützt.
