Abstract
WANG Y. P. And HAGUE C. (1993) Territory planning in China: a new regional approach, Reg. Studies 27, 561–573. Under Mao, China followed a Soviet-style development strategy based on industrial growth and under-urbanization. The regional dimension of such policy was largely shaped by defence considerations. The reforms of the 1980s include territory planning–a new, more comprehensive approach to regional planning and development. The National Territory Planning Outlines are reviewed, and a case study of territory planning in Shaanxi Province is used to illustrate the process of plan-making. Awareness of this new approach and familiarity with the materials that it has produced is essential to an understanding of the contemporary Chinese planning system and development process. Territory planning is interpreted as an attempt to move towards a more market-based and decentralized form of development planning, while still operating within the confines of a centrally planned socialist economy. Interesting features are the new emphasis on environmental protection and the acceptance of substantial urbanization.

Sous Mao la Chine a adopté une stratégie de développement du type soviétique fondée sur la croissance industrielle et la sous-urbanisation. Les aspects régionaux d'une telle politique étaient élaborés dans une large mesure en fonction des préoccupations concernant la défense. Les réformes des années 80 comprennent l'aménagement du territoire, une nouvelle façon plus détaillée d' aborder la planification et le développement régionaux. On considère les esquisses régionales (National Territory Planning Outlines), et on utilise un cas d'étude de l'aménagement du territoire dans la province de Shaanxi afin d'éclairer l'élaboration des plans. Afin de comprendre le système de planification et le processus de développement chinois contemporains, il faut ětre conscient de cette nouvelle façon et de bien conna[icaron]tre les matériels qui en découlent. L'aménagement du territoire est défini comme une tentative de s'orienter vers un planning plus décentralisé qui répond au marché tout en fonctionnant dans les limites d'une économie à commande d'Etat. Des particularités intéressantes sont l'accent mis sur la sauvegarde de l'environnement et l'acceptance de l'urbanisation considérable.

Unter Mao verfolgte China eine Entwicklungsstrategie im Stil der Sowjetunion auf der Grundlage industriellen Wachstums und einem Grad der Verstädterung, der unter dem des normalen blieb. Die regionale Dimension solch einer Politik wurde großenteils von Gesichtspunkten der Verteidigung bestimmt. Die Reformen der achtziger Jahre erstrecken sich auf Territorialplanung, einer neuen umfassenderen Auffassung regionaler Planung und Entwicklung. Der Darstellung der staatlichen Territorialplanung folgt eine Erläuterung des Planungsvorgangs anhand einer Fallstudie der Territorialplanung in der Provinz Shaanxi. Für ein Verständnis des gegenwärtigen chinesischen Planungssystems und Entwicklungsvorgangs ist es wesentlich, sich dieser neuen Auffassung bewußt zu sein und sich mit den Materialien, die sie hervorgebracht hat, bekannt zu machen. Territorialplanung wird als Versuch gewertet, sich einer stärker auf dem Markt fussenden und dezentralisierten Form der Entwicklungsplanung zu nähern, solange man weiterhin in den Grenzen einer zentralplanerischen sozialistischen Wirtschaftsform operiert. Interessante Züge sind die neue Betonung des Umweltschutzes und die Bejahung weitgehender Verstädterung.
