The Estonian Coalition Party was formed on December 9, 1991, and it elected Jaan Tamm chairman. The Party's second congress in May 1992 elected Tiit Vähi the new chairman. The Coalition Party gained the second‐largest support in the parliamentary elections of 1992 after Pro Patria, and its following has been a steady 20%, according to opinion polls. The Coalition party won the local elections in the autumn of 1993 and has been the strongest opposition party during the office of Mart Laar's government.
