The Estonian Democratic Labor Party is the legal successor of the Estonian Communist Party. The Estonian Communist Party was formed in January 1991 on the foundations of the Estonian branch of the Soviet Communist Party.

The political split of the party took place along ethnic lines. The members of the Estonian Communist Party that remained affiliated with the Soviet Communist Party and whose activity was banned in September, 1991, after Estonia regained independence, were 90% Russian, mostly retired Soviet military and KGB officers. On November 28, 1992, the Estonian communist abandoned their communist past — the last of the Baltic communist parties to do so — and adopted a new program and renamed the party the Estonian Democratic Labor Party.
