Small-Tract Rezonings: Toward Expanded Procedural Safeguards

Abstract

As described in planning and legal literature, the rezoning process is largely unrecognizable by most planners and lawyers in active practice. Land use lawyers often are frustrated by and occasionally incredulous at the procedural informality that prevails in this arena of land use change. Furthermore, the public has become increasingly discontented with the system because of the lack of certainty and predictability.
