Abstract
In my recent commentary (31 LUL/ZD 10, March 1979), entitled The Metamorphosis of Justices Mosk and Tobriner and the California Supreme Court, I speculated that the California Supreme Court might be undertaking a fundamental reexamination of its traditional pro-environmental, antideveloper attitude.1 The court subsequently decided Agins v. City of Tiburon 2 and Metromedia, Inc. v. City of San Diego. 3 The two decisions provide considerable evidence that any metamorphosis was short-lived.
