Abstract
This is the second section of a two-part article on municipal and official liability under Sec. 1983 of the Civil Rights Act of 1871. The first part, Municipal Liability Under Section 1983: Monell v. Department of Social Services, appeared in the January issue. In it, the main points of the Monell decision and its effect on prior case law were outlined and a number of Sec. 1983 land use cases were discussed. In this part, official liability and the immunity doctrine will be considered.
