Abstract
The report of President Reagan's Commission on Housing, released April 30, 1982, calls for severe limitations on the zoning authority of municipalities. In the panel's view, municipalities should retain only such land use powers over housing development as are necessary to achieve vital and pressing governmental interests. However, to protect the reasonable investment expectations of homeowners who have relied on existing ordinances, the rules proposed by the commission would be confined chiefly to developing areas, leaving settled areas largely exempt.
