Amortizing Nonconforming Uses

 

Abstract

Early in the 1900's when American cities first began adopting zoning ordinances, community leaders thought that nonconforming uses would disappear when limitations were placed on their reconstruction, expansion, and substitution. But instead of vanishing, nonconforming uses thrived.1
