The Fallacy of the End-State System of Land Use Control

 

Abstract

If one were to study how zoning relates to development, one might learn that most development occurs only after some major zoning modification or change has been obtained just prior to the development. If this is true, it says something about zoning that is inconsistent with its theory—that zoning reflects a plan for the community's development. How can that be true if zoning has to be changed every time development occurs?
