Do Planners Really Chafe at Being Fair?

 

Abstract

Has fairness fallen into disrepute? In his recent article, Are Planners Judges? 40 Land Use Law and Zoning Digest, No. 9 at 3 (1988), Peter Marcuse appears to be troubled by the idea that city planning needs to be fair to the individuals who own the land being planned, as well as rational (in some academic sense) and acceptable to the majority.
