Abstract
In an effort to counteract the complexity and uncertainty of the development process, at least nine states have enacted legislation enabling development agreements between developers and local governments: Arizona, California, Florida, Hawaii, Louisiana, Nevada, New Jersey, and (to a limited extent) Colorado and Minnesota.
